Oklahoma State Medical Association Proper Prescribing (Online Course)

The urgency of patients’ needs, the demonstrated effectiveness of opioid analgesics for the management of acute pain, and the limited therapeutic alternatives for chronic pain have combined to produce an overreliance on opioid medications in the United States, with associated alarming increases in diversion, overdose, and addiction. Given the prevalence of chronic pain and its often disabling effects, it is not surprising that opioid analgesics are now the most commonly prescribed class of medications in the United State. In 2015, Oklahoma providers wrote 101.7 opioid prescriptions per 100 persons (3.97 million prescriptions). In the same year, the average U.S. rate was 70 opioid prescriptions per 100 persons. In response to this disturbing trend, the Oklahoma legislature first passed Senate Bill 1446 in 2018 followed by Senate Bill 848 in 2019 both of which place limits on opioid prescribing.  Additionally, the laws place greater responsibility on physicians by requiring one hour of continuing education in pain management or in opioid abuse and addiction each year before the physician renews his or her license to practice and by providing for disciplinary action if a practitioner fails to check the Oklahoma Prescription Monitoring Program database. The law also aims to generally increase communication between prescribers and patients by requiring documented discussions on the risks associated with opioids. Implementation of this law created a number of unintended consequences for both physicians and patients. This session will create an opportunity for physicians to be familiar with the latest requirements for prescribing under Oklahoma law.

The educational design addresses the needs and issues of healthcare providers including physicians, MDs and DOs.

Learning Objectives

After attending the activity, the physician should be able to:
1.  Discuss and comprehend new Oklahoma laws related to medical marijuana, e-prescribing and opioid prescribing; and
2.  Discuss and understand the significance of increased enforcement activity by regulatory bodies; and
3.  Understand the significance of a recent Supreme Court Case impacting anti-referral provisions in managed care contracts; and
4.  Understand changes in OCR’s interpretation of “individual access” requirements under HIPAA and how to implement them.

Cori H. Loomis’ primary focus is on the representation of health care providers with transactional, compliance, reimbursement, legislative and regulatory compliance issues. Loomis graduated with special distinction from the University of Oklahoma in 1991 and with honors from the University of Texas School of Law in 1994. She is a member of the Oklahoma Bar Association, Oklahoma County Bar Association, and the American Bar Association. In 2010, Loomis was listed in The Best Lawyers in America for Administrative/Regulatory Law by U.S. News Media Group and Best Lawyers and ranked by Chambers U.S.A. in Corporate/Commercial: Healthcare. She also received a Leadership in the Law award from the Journal Record in 2010 and was accepted to the Oklahoma Bar Association Leadership Academy in 2011. Loomis has been involved in numerous charitable and civic activities, including service as a member of the Oklahoma Board of Nursing, Community Health Charities Board, Prevent Blindness Board and Church of the Servant Administrative Council.
