The urgency of patients’ needs, the demonstrated effectiveness of opioid analgesics for the management of acute pain, and the limited therapeutic alternatives for chronic pain have combined to produce an overreliance on opioid medications in the United States, with associated alarming increases in diversion, overdose, and addiction. Given the prevalence of chronic pain and its often disabling effects, it is not surprising that opioid analgesics are now the most commonly prescribed class of medications in the United State. In 2015, Oklahoma providers wrote 101.7 opioid prescriptions per 100 persons (3.97 million prescriptions). In the same year, the average U.S. rate was 70 opioid prescriptions per 100 persons. In response to this disturbing trend, the Oklahoma legislature first passed Senate Bill 1446 in 2018 followed by Senate Bill 848 in 2019 both of which place limits on opioid prescribing.  Additionally, the laws place greater responsibility on physicians by requiring one hour of continuing education in pain management or in opioid abuse and addiction each year before the physician renews his or her license to practice and by providing for disciplinary action if a practitioner fails to check the Oklahoma Prescription Monitoring Program database. The law also aims to generally increase communication between prescribers and patients by requiring documented discussions on the risks associated with opioids. Implementation of this law created a number of unintended consequences for both physicians and patients. This session will create an opportunity for physicians to be familiar with the latest requirements for prescribing under Oklahoma law.
